Projects Policy design, Implementation, capacity building & evaluation Assisting in Setting up Framework for Industrial Zones in Republic Srpska, 2009. The Task envisions assistance to the Republic Srpska Government in establishing industrial zones to foster SME development. Main objectives of the project were to assist and advise the Republic Srpska Government in framing the concept/model for IZ development, policy measures, including performance indicators and incentive programs for establishment and development of IZ. Further on preparation of guidelines and rulebooks for the implementation and evaluating for two potential locations for establishment of industrial zones. International practice on establishment and development of industrial zones was collected. Desk research, interviews, and focus group meetings with the national stakeholders were conducted. The framework for development of policy program was prepared including the draft of operational program to support business zone development (instruments and grant schemes) and recommendations for setting up implementing structure, monitoring and evaluation system based on international practice but all adopted to local needs and institutional settings. The project was sponsored by the World Bank and was implemented in July – October 2009. |
