Policy design, Implementation, capacity building & evaluation
Support in the Implementation of the Cohesion Policy in Slovenia, 2009.
The assignment envisages support to the Government of Slovenia, Government Office for Local Self-Government and Regional Development in the position of the Managing Authority for Cohesion Policy in Slovenia in assessing the efficiency of the implementing structures and procedures for the use of EU structural funds for the financial perspective 2007-2013. However, by in-depth process analyses, the weaknesses were identified in the overall management and implementation capabilities that lead to administrative burdens and several inefficiencies in processes.
Capacity building program was designed and implemented, including intensive trainings for Managing Authority and implementing agencies in project management, public finance and public procurement, state aid and control systems, etc. Several simplifications in implementing procedures were proposed and implemented, such as reducing the level of administrative requirements for the beneficiaries, standardization of the procurement and controlling procedures and similar. New measures and instruments were introduced to increase the efficiency of the funds and to ensure achievement of the overall development objectives, such as introduction of the financial engineering schemes in enterprise development program, introduction of the concept of demonstration projects and project preparation facility.
