Cluster development projects

Development of National Clustering Policy in Turkey, 2007-2009

The objective of the project was to develop a comprehensive and visionary clustering policy that contributes to the sustainable social, environmental, and economic development in Turkey. The Client for this €6 million project was the Turkish Government. The consortium implemented the project. The national policy as one of the key achievement of the project was intended to clarify the strategic vision and the overall objectives to be pursued. It provided a selection of priority actions and proposed governance structure on national, regional and cluster levels to assure efficient implementation of the policy. The innovation was placed at the core of the policy since the growth stems from the ability to establish collaborative ties between industry and science, facilitating the exchange of knowledge, and to make available financial resources that are required for fostering such collaboration. The policy proposed comprised four operational programs: competitiveness, innovation, internationalization, and governance, for each of them a structure was proposed (purpose, objectives, area of intervention) and various pilot projects were designed. Various cluster road maps were developed In addition, Anteja’s team evaluate the policy from cross cutting themes e.g. environment, energy, innovation, internationalization.
